The Grand Cherokee either comes with or without the hooks from the factory. The Up Country package comes with skid plates and tow hooks installed from the factory.
The only real way to install the front hooks on a ZJ that did not have them from the factory is to use the Jeep mounting kit. This kit includes a bracket bolts and the hooks to allow mounting to the unibody type frame without tearing off.
The other option you have is to use an after market bumper, such as the one from ARB to obtain some solid tow points.
